Appendix No. 1

On August 2, 1938, Miss Dorothy Heneker, permanent representative of the International Federation at Geneva, reported to its 3rd Congress, which was being held in Budapest. The following is a brief summary:

In September 1927, material on the civil and political status of women received from the Governments of thirty-eight countries was brought before the Assembly of the League of Nations. It was not complete nor adequate. Further information was received from the international organisations of women which emphasised two main views: (1) that the Assembly should recommend to Governments adoption of a general international treaty placing men and women in a position of complete equality before the law; (2) that the League should make a really authoritative study of the position of women to seek points of agreement upon which further international action could be taken. The B. & P.W. Federation was concentrating upon the study of the economic status of women undertaken by the I.L.O. After prolonged discussions in the Legal Committee, an Expert Committee of men and women was appointed by the Assembly to outline a survey and refer sections of it to recognised international research institutes, such as The Institute for Unification of Private Law, the Institute of Public Law, and the Bureau for Unification of Penal Law.

The Liaison Committee of the Women's International Organisations recommended practical ways of cooperating with the Expert Committee, and these were made known to National Federations.

Since 1937, the Federation had been a corresponding member of the Advisory Committee on Social Questions of the League of Nations, composed of Government representatives from 23 countries, experts, and liaison officers from the Labor Office and the Health Organisation.

Five European Federations and those of Canada and the United States cooperated with the Labor Office on research into the status of women. This material, correlated by Arnni Hallsten-Kallia, disclosed some interesting tendencies, such as: that men's salaries were regarded as a family wage, while women's were looked upon as individual; where nominal equality existed it was not real in practice; and that there was lack of promotion in lower grades of work.

Liaison Committee of Women's International Organisations.

This Committee groups women's international organisations for liaison purposes only and is subject to the limitation which that function implies.

The Committee is composed of groups of representatives of member international organisations established in various countries, and especially in the centres of work of the United Nations and its Specialised Agencies. The Group in London is acting as administrative headquarters for all Groups, and is responsible for coordinating the work of the Liaison Committee as a whole.

Text of the Prayer composed by Dr. Lena Madesin Phillips, at the request of a member Club in 1932 or 1933. Read at the Memorial Service to her on August 22, 1955 in Berne Cathedral, Switzerland:

O God, Thou who dost acknowledge all people as Thy children, grant that we this day and ever after may partake of Thy all embracing love and understanding. Lift us from the isolation of our selfishness. Heal us of the prejudice born of ignorance. Open our eyes and our hearts to the oneness of mankind.

Bless and protect our members who dwell in many far-off lands, yet with us are united in a common cause. Since like younger sisters they follow in our footsteps, teach us with Thy wisdom, for their sakes and for our own. Grant that we may not betray their trust in us.

Father of all, we thank Thee for the service and the fellowship of our International Federation. Give strength, wisdom and greatness of spirit to its leaders. Fill the hearts of its members with Thine own compassion for the sufferings of all peoples. Make effective our efforts for a better world. Show us the path to peace and in it help us to walk steadfastly and with courage. Grant that in this hour, we may find Thee and each other in righteousness and in the fullness of eternal beauty. Amen.

INTERNATIONAL FEDERATION COLLECT

Keep us, O God, from pettiness; let us be large in thought, in word, in deed. Let us be done with fault finding and leave off self seeking. May we put away pretence and meet each other face to face, without self pity and without prejudice. May we never be hasty in judgement and always generous. Let us take time for all things; make us grow calm, serene, gentle. Teach us to put into action our better impulses, straightforward and unafraid. Grant we may realise it is the little things that create differences; that in the big things of life we are one. And may we strive to touch and to know the great common woman's heart of us all; and, O Lord, let us not forget to be kind.
