A. Responses received per region

See below for an overview of responses received. In total, 31 submissions were received and the results are included in this report.

B. Club projects in relation to the elimination of VAW

Refer below for an overview of the extent of work being conducted by clubs in relation to violence against women and whether any recognition is being received for these projects in the community.
   

Summary of club project information provided by respondents

  • BPWA-Bermuda was instrumental in organizing The Women’s Resource Centre for battered women.
  • BPW Cayman: refer www.protectcayman.com
  • A project related to setting up a welcome centre for sexually aggressed women (BPW Haiti).
  • BPW Brazil is member of the National Council of Women’s Rights, a branch of the Federal Government that promotes policies to eliminate the discrimination against women. It also has a partnership with the Special Secretary of Women Politics which establishes public policies to contribute to the improvement of Women's conditions in Brasil.
  • Shield of Athena (Canada): Centers and a shelter for women and children coming from ethnocultural communities as well as Anglophone and Francophone communities.
  • BPW Coffs Harbour: Links to the Women’s health Centre and Women’s Refuge.
  • BPW Europe works together with the European Women’s Lobby.
  • BPW NY: Assisting and attending the Violence Against Women conference in NY (Nov 18, 2006).
  • BPW Manitobe (Canada): Selkirk Club - Women’s Shelter in the City of Selkirk helped to raise money for the initial startup. Phyllis Bergman and Sharon Shewchuck were involved. In the following years the club has given hampers etc.
  • BPW Marseille (FR): provide evidence during working sessions or debates about harassment, and informing women of the legal and judicial implications allowing them to protect their rights.
  • BPW NY & New Jersey: Distributing Palm Cards with the New Jersey State Hotline Number in Ladies Restrooms. Assisting the Police in helping to collect unused cell phones from citizens, which were then refurbished and given to domestic violence victims for emergency use. Working closely with the Women’s Shelters of the YWCA. Supporting legislation relating to DNA technology specifically in rape and other domestic violence cases.
  • BPW Panama: training of the girl child and young women, scholarships. Also program to promote self employment of women with low income (motivating entrepreneurship and creation of small businesses by offering them a loan as seed capital and training them in administration and microfinances for small businesses).
  • BPW Paris Ile has held a diner in October '06 on the theme 'Violence and suffering at work' (held by Dr Dorothee Ramaut who has run a study from 2001 to 2005 in different enterprises and has written a book 'Souffrance au travail' published by 'Editions du Cherche Midi'.
  • BPW Santiago (CH): The school of the Citizens of BPW Federation of Chile will be inaugurated in April 2007 in Santiago under the supervision of the Santiago BPW Club and plans workshops on 'Elements and conducts of prevention and confrontation of violence within the family' conducted by psychologists and counselors and targeted to directors of three primary schools (legal information).
  • BPW Toulon La Garde: 2004 Conference 'Women and Violence' with the participation of doctors, lawyers, judicial police, delegates to women’s rights, associations in defence of victims. 2005 – 2006: Workshop about European project 'Daphné' (gathering every Monday in the Police Department).
  • BPW Italy: organized conferences on the subject, for example law 154/2001 regarding the protection of women from violent husbands. Organizing a plan of action with the Council of Women and the Provincial authorities to produce a common document on violence in the family and outside. Also preparing a project on stalking.
  • BPW NZ Dunedin: Interest in Bullying in the Workplace and supporting 2 Women's Refuges in Dunedin city.
  • Talia Carner: Protective Parent reform Act, a proposed legislation that attempts to preserve the rights of molested children in U.S. courts, where their protectors are mothers who are disbelieved, discriminated, discriminated and disenfranchised. Also: issue of gendercide in China.

Main comments regarding recognition received

  • Many of BPW Brasil members have received awards and partnership with official institutions has resulted in financial support to the development of projects to promote entrepreneurship among women. As a result, BPW Brasil has 8 ongoing projects to capacitate women for professional ventures.
  • Shield of Athena (Canada): Recognized at both the provincial and federal levels, by the ethnic press of Canada and the existing social services network in Quebec. Also gone with the Canadian and Quebec delegations to the UN Beijing & 10 conference on women in 2004. Presented at many international conferences and given prizes.
  • BPW Marseille has agreement and help of local and regional institutions and the participation of other women’s clubs.
  • BPW Panama: recognized in relation to women's issues - in 2003 they were invited by the Ministry of Women, Children and Family Issues (currently the Ministry of Social Development) to work on resolutions dealing with Equality and Opportunities.
  • BPW Santiago (CH): Misericordia Home that assists young mothers has been distinguished for its work in favor of the girls. Three members of the Club have been invited to make a presentation on violence to different groups of citizens and women and an international seminar on violence against women. UNESCO sponsored a seminar with the Chilean BPW Federation and in acknowledgment they were able to publish a book on the girl child.
  • BPW Italy: 'Bill of Rights' for the girl child is widely recognized. Received approval from political institutions who will use it as a work tool.
  • BPW Vienna: The UN SG report on VAW. Also updated info, support and speaker database from Intervention Center for VAW and Shelter for Women in Austria.
  • Talia Carner: often invited as a keynote speaker at conferences (20 scheduled).

C. Recent studies and available expertise in clubs

Refer below for an overview of the extent of recent studies that are available to clubs and any expertise that is present in their clubs.
     

Access to studies in relation to VAW

  • BPW Sydney: The Australian Institute of Criminology published a survey in 2005 entitled ‘Women’s experiences of male violence’ (findings from the Australian Component of the International Violence Against Women Survey, IVAWS).   • BPW Haiti: Studies about sexually aggressed women (aged 13-49, but majority 16-25 years old) cared for by the University State Hospital in the Obstetric – Gynaecological Service.
  • For the past four years, Shield of Athena (Canada) has been conducting their own research regarding the cultural perceptions on family violence and the police procedure.

  • Eileen Brennan (BPW NY) has personal contacts with all relevant agencies
  • German Organization called “Terre des femmes” is doing a lot of campaigning on this issue (www.terre-des-femmes.de).

  • Manitobe/Selkirk Club: Members have access to data from the Women’s Shelter and the RCMP. Also numerous studies through libraries of various women’s organizations particularly the Status of Women both in Canada and provincial agencies. The Canadian Government also releases statistics.
  • Marseille (FR): Studies from European Lobby about prostitution system, UNESCO reports concerning the defence of human rights, works and publications about women discrimination and exclusion in their work.

D. ‘Promising practices’ related to the elimination of VAW

Respondents were asked to provide information on initiatives to eliminate violence against women that can be found in their communities, whether or not supported by their BPW club.

Summary of promising practices

  • BPW Moncton (Canada): Peer Support Program offered by Support to Single Parents, Inc.
  • BPW Cayman: ‘Legal befrienders’ (Pro Bono legal advice)
  • BPW Virtual (Canada): Women’s self defence classes offered by the club and others, ‘Take Back the Night’ walk in Ottawa (Ontario, annual event), Dec 6th Memorial Day for VAW, BPW Canada resolution July 2006 for a 2009 stamp commemorating Dec 6th, 1989 Massacre in Montreal.
  • Haiti: Welcome centres for women that have suffered any kind of violence.
  • National Plan of Women Rights (Brasil Government).
  • Shield of Athena (Canada): Community outreach program to inform the community, in their language of origins, on family violence, the police procedures and the existing resources.
  • Recently introduced German laws allow violent partners to be expulsed from their home (Platzverweis).
  • BPW Laurel Maryland (US): Working with the sheriff’s department and the State’s Attorney to educate them on ways they can help victims.
  • BPW Lille: Work done for the last 5 years by the 1st instance Court in Douai.   • BPW Manitoba (Canada): Selkirk has 'Zero tolerance' policy by police who are called into family violence situations. Extensive support (lawyer, churches, school, menoting for mothers, government). Pilot project was conducted with the Community Services and Winnipeg Police Department (innovative prevention – intervention project by pairing social workers with police officers) in 2004 - report available. In Winnipeg/Selkirk: 'Take Back the Night' and Candlelight Ceremony to honor the women who have been killed due to relationship violence. Also in Alberta, November is Family Violence Prevention Month and Alberta Children’s Services has launched a toll-free province-wide Family Violence Info Line: 310-1818.
  • Marseille: Implementation by the Government of official institutions to which the victims can call and associations to sustain a repairing action.
  • Paris: Establishment of a 'space' in enterprises where women could talk and share with a trained person the violence and suffering they are encountering at work. Governmental.-SERNAM –SENAME and the Secretary of Labor developed important programs for women and youths victims of violence. Currently the government of President Bachelet has increased the budget in order to establish homes to give Care for women victims of abuse.
  • Santiago (CH): Non government: 'La Morada', 'World Visión', 'María Ayuda', 'Corporación El Umbral', 'Fundación chilena de la adopción', 'Fundación Regazo', 'DOMOS Centro de desarrollo de la mujer' and 'Corporación del niño agredido'. Government: La Morada and SERNAM have homes to shelter women victims of mistreatment. They receive denunciation and protective measure decrees from the Public Ministry.
  • BPW Taiwan: The enforcement of the 'Domestic Violence Prevention Law' (1997), the enforcement of the 'Sexual Assault Prevention Law' (1999) and workshops run on CEDAW (August 2006).
  • BPW Toulon La Garde (FR): The violent husband is systematically ousted to protect the woman (wife and mother).
  • Verona (IT) has a safe house – call 800392722.
  • Vienna: WAVE (16 days against VAW), an info campaign by NGOs on Dec 4/5 2006, campaigns in all federal provinces (Gender Advisors) and Amnesty International publications.
  • NZ Dunedin: Anger management groups, women’s development programmes run by Women’s Refuge, Tamariki programme run by Women’s Refuge and Positive parenting groups run by church social service organisations.
  • Talia Carner: Protective Parent Reform Act.
  • Ideas from BPW Sydney include: Re-using the many programs worldwide and making these available to developing nations who do not have the knowledge, skill or money to develop programs of their own. Initiating programs for educating kids (e.g. prevention and what to do when issues manifest), women (e.g. strategies to minimise exposure) and men (e.g. what they can do not to perpetuate the situation). Investigate the WIIFM (What’s in it for me) factor for politicians, corporates and individuals. Pull together and present a united front. Deal with not just symptoms but also the cause of the problem, i.e. alcohol, financial pressure etc. Work in partnership with other women’s organisations instead of re-inventing the wheel.

  • The Australian government has spent a staggering $74 million dollars in the area of VAW.

  • The Status for Women Ministry - SOFA (Solidarite Fanm Ayisien - Haiti).
  • Laws about sexual harassment (Brasil).
  • Fighting violence against children in Brazil has been developed and conducted by the Brazilian Public Attorney´s Office, Tutor Councils, and specific projects in the country sponsored by the Federal Secretary of Human Rights, Ministry of Justice and NGOs.
  • Shield of Athena (Canada) has done many projects regarding family violence against women including a video that has been translated in 12 languages.
  • Coffs Harbour: Domestic Assistance Specialists (Police, Counsellors, Psychologists).
  • Many relevant studies available (BPW NY - Eileen Brennan).
  • Terre des femmes campaigne - www.terre-des-femmes.de.
  • France: A lot of promotion of cases of sexual abuse in the workplace or sexual harassment by bosses: www.avft.org
  • Canada: Most of the Employee Benefit Packages recognize the problem of family violence, and offer counseling sessions for both the affected person and the abuser.
  • Marseille (FR): French coordination to European Lobby.
  • Santiago (CH): Paper published by the Law Association Matilde Troup on sexual abuse and violence, physical or psychological, as an obstacle to working well.
  • BPW Taiwan: Refer 'Women and Life Safety'. Under strong advocacy of Modern Women Foundation, applicable laws regarding sexual harassment have passed.
  • BPW Italy: Programme DAPHNE of the EU and meeting of men preventing violence (info: appellouomini@libero.it).

H. Violence against Young Girl projects

  • The team of Médecins Sans Frontières has projects concerning violence against girls (Haiti).
  • Important national project to fight the traffic of women (Brazil).
  • Many relevant studies available (BPW NY - Eileen Brennan).
  • Germany: refer association against child abuse (www.haensel-gretel.de) and association for the promotion of children’s rights (www.kinderschutzbund.de).
  • Angela Brown has a program called The Awakening, where she teaches young girls and women how to gain their self respect, thereby avoiding the vicious circle of domestic violence. Angela and Diane Polangin (BPW Laurel Maryland USA) educate the public on domestic violence and are working on obtaining a grant to open a safe house for battered women and their children.
  • BPW NY & New Jersey: www.endabuse.org (facts on Children and Domestic Violence),
    www.girlsinc.org (Girls Inc) and the National Task Force to End Sexual and Domestic Violence Against Women.
  • France: NPNS (Ni Putes ni Soumises) is a large French association who works to eliminate Violence against Young Girl. They have set up local offices in suburbs of large towns where young girls in difficulties can find help to overcome their problems (www.niputesnisoumises.com).
  • Santiago (CH): UNICEF.
  • BPW Taiwan: 'Garden of Hope Foundation' helps disadvantaged girls and young women, contributes to research and government discussions on policy and offers public education, prevention and treatment programs (www.goh.org.tw/english/aboutusservice.htm).
  • BPW Verona (IT): Bill of Rights of the girlchild, which was drawn up in Beijing in 1995 (point 12) is very well known in Italy through BPW Italy/Fidapa.
