Section 4.
The Executive Secretary shall perform the following duties:

advise on constitutional and procedural

credential compliance |

supervision of affiliation procedures |
d) |
monitoring of members services and quality assurance

recording resolutions and their implications |
f) |
other such duties as may be designated by the Executive
Board, Board of Directors or the President. |

serve as an ex-officio member of the Constitution
Advisory Committee and Resolutions Committee |

Proposed amendment will
take effect immediately after XXVI BPW International Congress.
RATIONALE
It is important the Executive Board has
a direct link with the Constitution Advisory Committee and
the Resolutions Committee, and it is appropriate for the Executive
Secretary to provide that link in the lead-up to Congress.
However there is a conflict of interest for the Executive
Secretary if she is Chair of either of these committees, since
members of the Executive Board are likely to propose constitutional
amendments and resolutions. The Executive Secretary therefore
needs to communicate and consult with the members of both
the Executive Board and the Resolutions and Constitution Advisory
Committees but must not overly influence the Committees. In
the interests of transparency, both the Constitution Advisory
Committee and the Resolutions Committee should have independent
chairs, but the Executive Secretary should be an ex-officio
member of each Committee.
